Could Germany get Peace without Victory with Russia after the February revolution?

Unfortunately for themselves the Russians were loyal to the western Allies. The Germans had committed to a "independent", i.e puppet Poland for some reason at this point and the Germans always over estimated their position so wouldn't agree to just evacuate their gains probably.

This becomes more likely from the Russian side in a no USA in the war scenario with no USA loans to Russia.

Except when they had already lost, those in power for Germany were very punitive, below average in diplomacy, bad at coordinating with allies, and over-optimistic. They kept on demanding everything until it was too late and they got nothing. A little tact, realism and humility would done wonders.

Only the Bolsheviks excluded from power in Russia wanted peace and they were a minority at the start. Heck even after the Bolsheviks took power they faced left SR and conservative revolts intending to continue the war.
